The “Office for Non-Efficient Development” is a project designed to foster dialogue about free spaces that emerge in a city development process. It is an open space where people can let their imaginations wander freely, discover new things, and see the familiar in a new light. Free spaces are rare in Ulm. A major redevelopment is currently underway on the border between Weststadt and the city centre, creating new openings and bringing neglected places to light, like sunken islands that suddenly resurface. Our project offers time and space to engage intellectually with these islands.
We examine the spaces and areas that are becoming visible again as part of the current urban development process. We are developing artistic interventions in public spaces.
What do urban open spaces mean to us personally?What desires and ideas does the unknown inspire? Which free spaces have we been desperately waiting for?Which niches were already being used without us noticing?
The interventions within our project are created in collaboration between three artists/collectives from Ulm, who work with objects and installations, and three artists from Belfast, who work with theatre and performance.
